20th Annual conference of Postal Officers Pensioners Association of AP Circle would be held on 22nd March, 2015(Sunday). Invititation follows shortly. All the members are requested to plan to attend  the same without fail.

Pension Adalat to be held on 24.3.15- Items for discussion


The following New Items among all other pending Old Items may kindly be considered for the Agenda in Meeting to be held on 24.3.2015.
                         
1. PSS Group B Officers have drawn the following scales in 4th CPC 5th CPC & 6th CPC as shown here.  (a) 4th CPC – Rs.2000-3500  (b) 5th CPC – Rs.7500-250-12000 and in 6th CPC Fitment it is Rs.13950-23720 with 3% Incremental and Grade Pay of Rs.4800/-.
While that being the case, in the GOI OM dated 28.1.2013 in its attached annexure the scale of 4th CPC  is shown against S-12 Rs.6500-12000 relating to IP/ASP/HSG-1 cadre
Downgrading their position.  Thus at least the Modified parity orders dated 23.1.2013 are not found benefitted by many Pre-96 retirees.  Kindly render correct re-fixation of their pension taking the Fitment and Grade pay of Rs.4800/- instead of lower scale + GP 4200/-  They are made to suffer with drop in their monthly mention.    

As discussed above in Item No.3 above many of the Postmasters retired in the status of HSG-1 have also affected by this method.  While their Grade Pay is Rs.4600/- at present as per 6th CPC., their re-fixation of pension was done with a Grade pay of Rs.4200/- There by they are getting with drop in their monthly pension which is a recurring loss.  Kindly cause to re-examine all such cases.

2. Case of Shri R. VenkateswararaoRetd SPM Vijayawada Dn. (PPO No.10331/LPR) He made a representationon 5.5.2014 and 22.02.2015 alleging that his RCP has not been fixed correctly.  Kindly cause to recheck. In this respect a copy of MOD Lr. No. A/24331/MISC/OS-8C(ii) dated 24.12.2014 of Dy.Director MGO/OS (Per) For DGOS-MOD may kindly peruse.  (copy enclosed)

3. RCP fixation in r/o Shri Ch. Tata Rao Retd SPM (TBOP) P.P.O. No.9532/LPR DOR 30.06.1992.  Grade Pay of Rs.4200 should have been given along with upward Basic Pay.

4. RCP fixation case of Shri T. Krishna Reddy Retd. Postmaster, HSG.I Mandapeta H.O. PPO No. 17470/LPR.  His representation dt 9.1.2015 refers.  As seen from the extract of Service Register the Officiating Pay of Rs.7700 and 7900 were found corrected and reduced unauthorisedly as Rs.7400 and Rss.7550 and without any attestation and recordings.  The news item appeared in the EENADU daily dated 2.2.2015 may kindly refer to if any orders received in this regard. 

5.  Payment of Pension and other Pensioner Benefits under orders of Pension Ministry  F.No. 38/37/08-P&PW(A) dt. 10.12.2009. Case of Smt. BhSuryakumari P.P.O.  No.19888/LPR – Retired on 30.4.2009 afternoon while working as a Departmental Stamp Vendor in VJA Her representation dated 5.11.2014 refers. 

6.    Secondary Family Pension in favour of KumPoolla Neeladevi unmarried daughter of late Shri PoollaJogarao, Ex-Postmaster (Gazetted) Vijayawada HOPPO No.7110/LPR retired on 11.3.1987.  Father expired on 20.11.1990 and Mother expired on 6.12.2006.  She has already furnished required information in detail.  The case may kindly be expedited. 

(a) Even though there is provision for recording the details of eligible family members physicallyhandicapped children in the Old PPO and Revised PPO formats, the columns are kept blank for reasons unknown.  The pensioners would feel very happy to have these notings invariably, if any, requests are made. .  This important aspect may kindly be seen and stressed upon all  concerned.

7.         Family Pension case of Smt. P. Ammaji holder of PPO No.8095/LPR w/o late Shri P. SuryanarayanaRetd LSG official while working as Asst. Postmaster (BCR) Vizianagaram.  RCP as per 6th CPC orders paid by the Postmaster Visakhapatnam was approved by the DA(P) in Memo.No.3659/3660/Pen.V/C.No.11/89-90 dated 22.12.2011/07.01.2012 on the basis of Grade Pay of Rs.4200/- was again subjected to review by allowing a Grade Pay of Rs.2800 and issued another Authorisation in Memo. No.12599/12660 dated 2.12.2013/15.1.2014.  An amount of Rs.51,189/- as excess paid family pension was ordered for recovery @ Rs.2000/- p.m. from the monthly family pension.  The recovery may be stopped forthwith and order of refund of family pension amount already recovered from Smt. P. Ammaji by the Postmaster, Visakhapatnam H.O. Representation of Smt.PAmmaji dated 4.6.2014 refers. Family pension paid @ Rs.4050/- was reduced to Rs.3530/-  

7.    Old Item No. 9 Shri K. Biksham Retd ASRM Z Dn.(Retd from 01.10.2005- PPO No.C-169) Payment ofarrears of Provisional Pension revised on 6th CPC Fitment Tables.

8.     Medical Reimbursement case of Shri N. Krishnamachari Retd SPOs residing now with his youngest daughter in Chennai moved from Yemmiganur.  Shri Pawan Kumar, ADG (Medical) Department of  Posts, Medical Section, Dak BhawanSansad Marg, New Delhi 110001 took up the case with Health Ministry in No.21-30/2012-Medical dated 14.02.2014 seeking clarification for an order of Health Ministry issued on 5.6.1998 on Pension Minisry’s O.M. No.45/7497-PP&PW© dated 15.4.1997.  Kindly expedite payment of his Medical Bill.
9. Non-Payment of Revised FMA of Rs.500/- p.m. by the Units in Kurnool Region.  This may kindly be got expedited in A.P.  & Telangana Units  ( Kurnool, Ananthapur etc.) 
                                                            Part-II
 The minutes of for the last  66th  & 67th pension adalats  are yet to be received by the Association. Kindly send these minutes. 


                          All the Pending old items besides the issues detailed below may kindly be considered for redressal.  The grievances which could not be settled at this Adalat may kindly be taken up with appropriate authority for a decision.
Items for Redressal. 
1. Abnormal delay in the payment of Revision of pension and payment of Arrears from 1.1.2006 / 24.9.2012 in the case of Shri T.S.R.Murty Retd SSPOs Kheda Dn. in Gujarat Circle worked for vacant of vacancies in A.P. on 30.6.1989 ( PPO No.13205/LPR dated 8.9.1999. 
2. Payment of arrears of Dearness Relief due to revision of 6th CPC rates of DR in favour of Shri K. Biksham Retd ASP settled in Nalgonda. (Representation dated 22.4.2013 refers.
3. Payment of F.M.A. to Shri M. Srinivasulu Ex-SPOs Tenali settled in Ananthapur where there is no facility of Postal Dispensary. 
4. Some of the Pensioners got promoted to Sr. Time Scale Posts after their retirement.  The diff. in Pension and other Pensionery Benefits including Encashment of Leave etc. may kindly be settled at an early date. Similar action is required for all other promotes after retirement please. 
5. The PPOs of Pre-1996 and Pre-2006 pensioners are yet to be received by many Group B Officers.  For instance the family pension even under Modified Parity get revised upward in the case of 84 year old S.Ramarao Retd. SPOs (PPO No.7172/LPR).  All such cases may kindly expedite and issue revised PPOs.
6. Kindly refer to Grievance of Shri N. SubrahmanyamRetd. AD at Tenali (PPO No.5/7.2.2014) and pension be revised upward to Rs.9375/- at least on Modified Parity.
\        It is learnt that orders are issued for Notional Fixation of LPD in OM dated 28.1.2013. The cases of M.A.Rasheed Siddique (9188/LPR), K. John (Retd on 1.7.93),  A. Padmanabhiah (Retd on 1.10.1988) C.P.Subbarayudu (PPO 8187/LPR), G. Srinivasan (PPO No.9027/LPR), N. Krishnamachari (PPO No.8754/LPR)  M. Chandramowli (PPO No.16371/LPR), G. Ch. Apparao (RetdOn 01.08.2005).
(a) Case of Shri A.Padmanabhiah Retd SPOs Nellore settled in Srikalahasthi. (PPO.No. 7857/   retired  on 30.9.1988 He has also sent a detailed letter showing the amount of monthly loss in pension he is facing recurring loss in every month. 
7. Issue of Revised PPOs in favour of Shri H.S.Sastry (PPO No.15636/LPR)  Pay-in-Pay Band of PB-3 to show and S.A. Wadood (Retd on 1.2.1986) revising his RCP from Rs.11300 to Rs.12600 (Sr. Class I)
8. Revised PPO issued in favour of Shri B.V.A.N. Dattatreyulu as B.A.V.N.Dattatreyulu vide DA(P) No. 5770/Pen-III/C.No.92-93/PPO No.9579/LPR on 31.12.2011/9.1.2012. But the name of Second Family Pensioner – Smt. B. L. Leelavathi (DOB 10.10.1969) Divorced daughter of Pensioner after the event of Spouse was not recorded even though Chief PMG’s approval conveyed in C.O. lr.No.AC/PEN/2-303/92-93/II dated 7.7.2008 itself as per the Pensioner’s representation made to CPMG on 18.6.2008. Revised PPO with full details may kindly cause to be issued as early as possible w.r.t. his latest letter dated 18.01.2015 and 18.02.2015.  
9. Revision of Pension in f/o Shri S.M.Basha (Retd on 1.7.2006 – PPO No.17894/LPR) Grant Inc. on 1.7.2006 vide OM dated 13.3.2009 of MOF. His case was taken up vide POPA letter dated 10.02.2014
10. Inclusion of Eligible Persons for secondary family pension along with spouse in favour of their physically challenged son. (Mr.PSrinivas) ( of 95 Yrs old Shri P.Seetaramayya PPO No.3829/LPR) at Tenali. And issue of Revised PPO.
(b) Even though there is provision for recording the details of physically handicapped children in the Old PPO and Revised PPO formats, the columns are kept blank for reasons unknown.  The pensioners would feel very happy to have these notings invariably.  This important aspect may kindly be seen and stressed upon all  concerned.
11. Inclusion of name of physically challenged daughter of Shri G. Venkataswamy  Retd SPOs at Anantapur (Retd on 1.7.1991)  to receive secondary family pension since the pensioner lost his spouse.  Next event will arise at any time.  He wants to look after the fate of his physically challenged daughter expeditiously while alive.  Kindly expedite. 
12. (Old Item No.3) Case of Shri M. Srinivasulu Retd SPOs at Ananthapur. PPO No. 22603 / LPR wef1.7.2008 Irregular implementation date of Directorate orders 8007/2010-Vig dt. 6.09.2012 wef 1.1.2013. (ii) Payment of arrears additional increment and DR there on w.r.t. his letter 09.07.2012  and reminders.

Good news to the retirees without getting promotion due to late holding of DPCs

 Retired government employees who missed out on their promotions due to late meetings of the committees deciding on such departmental elevations will now be able to avail its post-retirement benefits. 

"Instructions have been issued to all ministries and departments to give benefit of promotion to those employees who missed it due to late meeting of departmental promotion committee (DPC)," an official in the department of personnel and training (DoPT) said. 

It would not be in order if eligible employees, who were within the zone of consideration for the relevant year but are not actually in service when the DPC is being held, are not considered while preparing year-wise zone of consideration or panel, as per the DoPT order. 

Consequently, their juniors are considered (in their place) for promotions, who would not have been in the zone of consideration if the DPC had been held in time, it said. 

"Appointment committee of Cabinet has observed that DPCs often do not consider such eligible officers who are retiring before the occurrence of the vacancy in the panel year," the order said, adding that this "undesirable trend negate the very purpose" of government's existing instructions for inclusion of such employees. 

There have been reports that some of the eligible retired employees are not being given the benefit of promotion which they missed due to late DPCs. In fact the DPCs were being held very late, the official said. 

The DoPT has asked all central government ministries and departments under it to ensure "strict compliance" of its instructions to include retiring employees for promotions in case the DPCs are delayed. 

Such retired officials would, however, have no right for actual promotion, the DoPT official said.
