7th Central Pay Commission – Salient Points

​7వ వేతన సంఘం అధ్యక్షులు – గౌ. న్యాయాధిపతిఏ.కే.మాథూర్ తమ 900 పుటల నివేదకను తే 19-11-2015 గురువారం నాడు భారత-ప్రభుత  ఆర్ధిక మంత్రి వర్యులు శ్రీ అరుణ్ జైట్లీగారికి సమర్పించారు.  మూలవేతనంలో 16 శాతం, ఇతర భృతులలో 63 శాతం మొత్తం మీద 23.55 శాతం పెంపుదల సూచించారు. ఈ ఫలాలు 42 లక్షల మంది కేంద్ర ఉద్యోగులకు మరియూ 52 లక్షల పెన్షనర్లకు వర్తిస్తాయి. ఆమోదింపబడినచో, 2016 సం. జనవరి 1వ తేదీ నుండి అమలు కాగలవు.    

Chairman Hon. Justice A.K.Mathur handed over the Report on 19.11.2015 (Thursday) to Hon’ble Finance Minister Shri ArunJaitely containing Volume of 900 Pages.  Increase of 23.55% (16% in Basic Pay + 63% increase in all Allowances)  and 24% increase in Pension. This would benefit 42 Lakhs C.G.Employees and 52 Lakhs Pensioners. If approved, it will take effect from 1st January 2016.

రూ.18,000లు నెలసరి కనీస వేతనంగా సిఫార్సు చేసారు.  

Monthly Minimum Wage recommended for Rs.18000/-

అత్యధిక నెలసరి జీతం కార్యదర్శి హోదా గల వారికి – రూ. 2.25 లక్షలు - మంత్రివర్గ కార్యదర్శి హోదా గల వారికి – రూ 2.50 లక్షలు –సిఫార్సు చేసారు.  

Maximum Pay for Secretary level Rs.2.25 Lakhs and for Cabinet Secretary Rank it may be  Rs.2.50 Lakhs.

మూలవేతనం పై ప్రతి సం. 3 శాతం పెంపుదల ఉద్యోగులకు వుంటుంది. 

Employees to get 3% increase every year in Basic pay.

2016వసం. జనవరి 1వ తేదీ ముందర రిటైరైన కేంద్రప్రభుత్వ రిటైరీలు మరియూ పేరామిలిటరీ దళాలతో బాటు ఓ.ఆర్.ఓ.పి. అనకుండా అదే తరహాలో పింఛన్ల సవరణ జరుగుతుంది. (No Divide & Rule – Emphasis Mine – ThanQ NAMO)

Without Mentioning OROP., all the Pre-2016 Retirees – Both Central Govt. Retirees & Retirees of Para Military Forces may get revised pension on the same lines of OROP.

కేంద్ర రక్షకదళ  సైనికులు రక్షకదళ సిబ్బందికి ఓ.ఆర్.ఓ.పి. పధ్ధతిలోసవరణ వుంటుంది.  

In Central Defence Forces - & C.G. Employees will be applicable revision under OROP.

గ్రాట్యుటీ మొత్తం పరిధి రూ.10 లక్షల నుండి రూ 20 లక్షలకు  పెంపుదల, కరువు భత్యం 50 శాతం పెంచబడిన యెడల, మొత్తం గ్రాట్యూటీలో 25 శాతం పెంపుదల సూచించారు.   

Gratuity Maximum from 10Lakhs to 20ths proposed. More over, If increased DA from time to time reaches, 50%  Increase in total gratuity by 25% proposed. 

ప్రస్తుతం అందుబాటులో వున్న 52 వివిధ భృతులను రద్దు పరచి32 భృతులుగా కుదించి 4 వేర్వేరు భాగాలలో విభజిన సూచించారు.  

Abolished 52 various allowances and instead introduced 32 various allowances in Parts of Categories.

కేంద్ర ప్రభుత్వ ఉద్యోగుల బృంద-బీమా పథకానికి చెల్లించే నెలసరి ప్రోత్సాహక రుసుంలో పెంపుదల. ఉన్నతశ్రేణి ఉద్యోగులకు ప్రస్తుతం వున్న రూ.120 నుండి రూ.5,000లు వరకు మరియూబీమాసొమ్ము మొత్తం రూ. 1.20 లక్షల నుండి రూ.50 లక్షలవరకుపెంపుదల. క్రింది శ్రేణి ఉద్యోగులకు – నెలసర రూ.30లు నుండి రూ.1500లు వరకు మరియూ బీమా మొత్తం రూ.30,000లు నుండి రూ.15 లక్షలకు పెంపుదల.    

C.G.E.G.I.S. contribution Higher Grade Group (Existing Rs.120 monthly to Rs.5000monthly) Total Insurance Amount of Rs.1.20 lakhs to Rs.50 Lakhs. For Lower Grade Group (Existing Rs.30 monthly to Rs.1500 monthly) Total Insurance Amount from Rs.30,000 to Rs.15 Lakhs proposed.

వడ్డీ చెల్లుబాటు లేని అన్ని అప్పులను నిలిపి వాయాలని సిఫార్సు. 

All Advances without Interest would be Stopped. 

వడ్డీ  సహిత ఇంటి కొనుగోలు అప్పుల పరిధిని రూ.7.5 లక్షల నుండి రూ. 25 లక్షలకు పెంపుదలపై సిఫార్సు. 

House Building Advance (Interest Carry) Limit from Rs.7.5 Lakhs to Rs.25 Lakhs. Increase proposed.

భద్రత, రక్షణ సిబ్బందికి ప్రమాద-సంకట భత్యం ఇవ్వాలని సూచన. –మిలిటరీ సర్వీసు పే- కేవలం రక్షక దళాలకు మాత్రమే పరిమితం చేయాలి. 

Military Service Pay  would be confined to Defence Military Forces only. 

సైనికులకు ఇచ్చినటులనే విధులలో వుండగా మరణించిన కేంద్రపేరా మిలిటరీ బలగాల సిబ్బందికి గూడా – అమర వీరుల హోదా –ఇవ్వాలని సూచించింది. ఒకే విధంగా 60 సం.ల పదవీవిరమణ నిబంధన వర్తింప జేయాలని గూడా సిఫార్సు.  

At par with Sainiks in Service all Central Para Military Forces would be entitled for Martyrs Status with Uniform retirement age of 60 years. 

ప్రస్తుతం ఆచరణలో నున్న – వేతన శ్రేణి మరియూ వేతన-చుట్ట –విధానాన్ని – వేతన-మేట్రిక్స్ లోకి మార్పుదల చేయాలని ఇదే విధంగా చెల్లించాలని సిఫార్సు. 

Existing Grade Pay & Pay – in – Pay Band system may be replaced by Pay Matrix System and would pay Salaries accordingly. 

2.57 శాతం మేరకు ఫిట్మెంటు పెంపుదలకు కమిషన్ సూత్రప్రాయంగా అంగీకరించింది. 

2.57% Fitment Formulae agreed by the Commission in Principle.

పని-ప్రగతి సంబంధిత వేతనం చెల్లించే ప్రక్రియ అన్ని వర్గాల సిబ్బందికి ఉద్దేశించి సహజ గుణఫలాల ప్రాతిపదికన వ్రాతపూరితఆధారములతో అమలు చేయాలని గూడా సిఫార్సు. ఇదే పధ్ధతిబోనస్ చెల్లించుటలో అనుసరించాలి.  

Performance Related Pay (PRP) sought for introduction for all categories of staff based on quality results framework documents.  The Commission has also recommended that PRP should subsume the existing Bonus Schemes. 

ఆరోగ్యం – పింఛనర్లకు, ఉద్యోగస్తులకు నవీన ఆరోగ్య బీమాఫథకాన్ని ప్రవేశ పెట్టాలని సిఫార్సు.  

Health : Commission recommended for New Health Insurance Scheme for Pensioners and Employees to introduce. 

సి.జి..హెచ్.ఎస్. అందుబాటులో లేని పింఛనర్లకు నగదు రహిత చికిత్సల సౌకర్యం (ఉచిత) వైద్యసేవలు సి.ఎస్., ఈ.సి.హెచ్. ఆసుపత్రులలో ఉచితంగా వైద్య సేవలు కల్పించాలని సూచించింది. 

Those Pensioners who are not in the purview of CGHS., Cash less medical treatment facility through Central Services and ECHS hospitals may be provided.

పోస్టల్ పింఛనర్లు సి.జి.హెచ్. పరిధి లోకి తీసుకొచ్చి పోస్టల్డిస్పెన్సరీలను సి.జి.హెచ్.లో విలీనం చేయాలని సూచించింది. 

Postal Pensioners to be brought into the purview of CGHS and the Postal Dispensaries to Merge in CGHS.  

ఇంటి అద్దె అలవెన్సు (భృతి) – ఎక్స్ సిటీ – 24 శాతం వై సిటీ – 16 శాతం జెడ్ సిటీ 8 శాతం. సూచన.  కరువు భత్యం 50 శాతం పెంపుదల తర్వాత 27 శాతం, 18 శాతం, 9 శాతం  సిటీల వర్గీ కరణ ప్రకారం.  కరువు భత్యం 100 శాతం పెంపుదల జరిగిన ఎడల –ఇంటి అద్దె అలవెన్సు  - 30 శాతం, 20 శాతం, 10 శాతం. సూచనలు. 

Increase in H.R.A. X-City – 24%   Y-City – 16%  – Z-City – 8%.  If D.A.(50%)  Increases 27% 18% 9% respectively. Further if the D.A. increases 100%  - HRA @ 30% 20% 10% increase recommended. 

గౌరవనీయ ఆర్ధిక మంత్రివర్యులు ఇంకనూ – ఈ 7వ వేతన సంఘం సిఫార్సులు అమలు చేయుట ద్వారా కేంద్ర ఖజానా కు రూ. 1.02 లక్షల కోట్లు ఖర్చు  అదనంగా కాగలదనీ, ఆర్ధికంగా 0.65 శాతం కోత పడగలదనీ వెలిబుచ్చారు. రైల్వేల అంచనాల్లో 28,000 కోట్ల రూపాయిలు అధిక ఖర్చుగాను, కేంద్ర ప్రభుత్వ అంచనాలలో రూ. 73,650 కోట్లు అధికంగా వుంటుందని తెలిపారు.  

Hon’ble Finance Minister  adds further  To implement 7th CPC recommendations, additional expenditure to Exchequer would be around Rs.1.02 Lakhs of Crores anticipating 0.65% financial deficit.  With these recommedations, Additional Burden of 28,000 Crores on Railway Budget and Rs.73,650 Crores in Central Budget.
