Welcome to Subjects Committee of 22nd AGM of POPA. Last year AGM was held on 26.3.2016 . Remembering the Services rendered by Late Senior Super Pensioners (90+) who are no more amongst us this year viz., Shri T.S.Sastry (95 Yrs), Shri D.R.K.Sarma (92 YrsShri M. Somasekhararao ( Aged 84 Yrs Vice President BPS), POPA Treasurer ShriK.Soma Nageswararao and others who were for the Welfare of Pensioners,  it is requested to observe 2 minutes mourning by standing in their memory and those are detailed in March 2017 Telugu Pensioner in pages 18-19.

Postal Officers Pensioners Association deeply condole the demise of following Pensioners Well  wishers with extremely GREAT SORROWNESS.

1. Shri Manchalla Somasekhararao, (Aged 84 Yrs) Vice President Bharat Pensioners Samaj and General Secretary, CGPF., BoudhnagarSecunderabad  on 26-02-2017. Born 01-07-1933 in Ponnuru village of Guntur Dist. Entered as Clerk Rlys on 04-01-1958 Central Rlys.VJA.  Retd as Sr.Statistical Inspector in VJA on 30-06-1991.   He was a powerful Instrumental Leader in the achievement of Bonus issue in 1974 as also the General Strike that was took place in 1960.  He was having a very good rapport with leaders of movement in tackling various issues while in servicew and after retirement as Pensioners Welfare.  He had a long stint as General Secretary of CGPF since 1993 and also as a Vice President (South) of Bharat Pensioners Samajsince 2011.  Held Pensioners Convention at National Level along with the AGM of BPS for the FIRST time out side New Delhi in which POPA also took an active part in association.  Shri Maheswari Secy. Genl. Attended for the Condolence Meeting held on 12-03-2017 in which Shri R.S.Natarajamurty Retd Member Postal Services Board and others have paid their solemn tributes.     
2. Shri Tadepalli Sitarama Sastry Retd APMG CO Hyd. (Aged 95 Yrs.) DOB 29-07-1921 DOR 31-07-1979. Expired on 24-02-2017. 
3. Shri D.R.K. Sarma, Retd SPOs settled in Hyd (Aged 92 Yrs) expired on 10.09.2016.  He was born 20-06-1924 and retired on 30-06-1982. 
4. Shri K. Peddanna Retd SRM Guntakal (Aged 67 Yrs.) DOB 22.08.1948 DOR 31.08.2008. He expired on 29-11-2015 at Nanjangud Road Point with massive heart attack. 
5. Shri K. Shankaraiah Retd SSP Karimnagar (Aged 74 Yrs) DOB 18-12-1942 DOR 31-12-2002 He expired in NIMS on 4/5.07.2016. 
6. Shri Gottimukkala K. M. Arya Retd SPOS settled in South End park Hyd (Aged 83 Yrs) DOB 02.10.1933 DOR 30.09.1992 expired on 04/05-02-2017 in sleep. He will remain in everybody heart as he DONATED his Body 2years‘ back for Medical Sciences.  The Professor & Head of Department of Mallareddy Medical College for Women have acknowledged the NOBLE GESTURE of late Shri G.K.M. Arya for this historical event inCollege Library. 
7. Shri Kemisetty Soma Nageswararao Retd SRM (Aged 68 Yrs.) DOB 04-03-1948 DOR 31-03-2008
8. Shri K. V. Ramana Retd Asst. Directorsettled in Hyd(Aged 71 Yrs.) DOB 01-07-1945 & DOR o 30.06.2005 expired on 24.5.2016.

Bharat Pensioners Samaj held its 61st  AGM inConstitution Club at New Delhi on 13. 11.2016.  BesidesSecretaryShri S. V. Seshagirirao & Shri P.J.Naidu (80+) from Vizianagaram have represented. 
Issues Pursued & Further to Pursue 

1. Discrimination in Grade Pay between Group B & Group A Officers holding same arduous nature of duties & responsibilities shouldered was taken up with 7th CPC and also Fortunately had an audience with the Chairman, Secretary & others in the meeting held at Hyderabad in Administrative Staff College on 19.11.2014.  It is resolved from 1.1.2016 same L-9 in Grade Pay of 5400 is given in Pay Matrix. 

( S-14 Scale of V CPC Rs.7500-250-1200 – vide VI CPC PB-2 Rs.9300-34800 + Grade Pay Rs.4800 carries Pay in Pay Band values amounting to Rs.13950+4800=18.750 as starting minimum of this PB and Maximum of Rs.23,720 + 4800 = 28,520 with yearly increment added.  Therefore, the Entry Pay of Level – 8 should have been taken as Rs.18750 instead of Rs.18150/- in revised VII CPC pay value.  Thus, there is a difference of Rs.600/- in starting pay.  Resultantly, entire year-wise Pay also diminished.  This mistake was found in the Pay Matrix (may be a printer’s devil).  The Secretary having noticed this discrepancy while calculating his revised  Notional) pay what would be in VII CPC.  This was immediately brought to the Notice of Nodal Officer (Ms. ManjuPandey) DDG (Rectt) Postal Director through eMail and by Speed Post in confirmation on 12-8-2016 ( page No.13 of March Telugu Pensioner).  Thank God.  It worked wonders and the GOI notified it as an Anomaly vide item ( c ) in their O.M. dated 20-02-2017 (page No.12 ibid) Now, this Level 8 pertains to ASPOs grade in DOP. THANQ NODAL OFFICER.)     

2. 50% of Pension on Basic Pay last drawn duly updated revised pay has be given from 1.1.2006 and 1.1.2016 since there is still discrimination while allowing 50% LPD delinking Pension on Average Emoluments basis. 

3. Pension Adalats were being held satisfactorily, periodically and systematically before according to schedule in Dept. of Posts. With the revised instructions of Pension Ministry in 2011, the intervention of Pensioners’ Associations is limited only for those Illiterate and Physically Challenged Pensioners.  This has a gross resentment amongst Pensioners.  The withdrawal of Divisional Level Adalats, hampers the restoration of Settlement of Claims, Issue of Authorisations for the Spouses in the cases of death of Pensioners. 
4. Since 2009 as Secretary BPS taken up the plight of Health Aspects of Postal Pensioners residing in Non-CGHS areas.  Scrapping of CS (MA) Rules 1944 prescribed in the Pre-Independence time & to allow Indoor Medical Attendance facility for All the Pensioners. 
5. Postal Pensioners are not being allowed with Permanent Plastic Cards on the plea of an Order dated 1.8.1986 given to Health Ministry.  The tussel between the Ministries deprived medical facility for Pensioners for MANY LONG years. This is taken up with the present NDA Govt.  This is being addressed now.  Issue of Permanent Plastic Cards is referred to a Committee.  
6. The case for Upgrading VISAKHAPATNAM Postal Dispensary as a CGHS and Merger with CGHS taken up last many years. Thanks to Present NDA Govt. that a separate CGHS Wellness Center is now opened at Visakhapatnam on 9.1.2017All other 5 Postal Dispensaries totally 33 in the country may also be merged shortly in one go shortly. 

( In this regard, the efforts made by Dr. KambhampatiHaribabuHon’ble M.P. (Lok Sabha) at Visakhapatnamin its achievement with his Good Rapport with Dr. JagatPrakash Nadda JeeHon’ble Central Health Minister and also securing a suitable and decent accommodation through his constant liaison with Hon’ble A.P. C.M., ShriNara Chandrababu Naidu and State Health Minister Dr. Kamineni Srinivas.  POPA expressed its Gratefulness for this Gesture whole heartedly in the inaugural function held at Visakhapatnam on 9.1.2017. It is a great achievement for all the Pensioners of A.P.  (2) One MASS Dharna was held at Jantar Mantar in New Delhi some 3 years back on 24.2.1014 mostly by ESP-1995 Pensioners.  It was a great success.  Hon’ble Shri PrakashJavadekar – now Central Minister - in his capacity as Member of Parliament in Rajya Sabha visited Dharnasite and also assured upward revision of ESP-Pension entitlements and other issues to tackle with sympathy after General Elections 2014. ThanQ NDA Team for their support. )

7. All the 13 CGHS Wellness Centers  in Hyderabad  OneMembers in each Centre was nominated by the CGHS. Thanked NDA Govt. Ministry headed by Shri J.P.Naddaas Central Health Minister.
8. Grant of Family Pension to Daughter-in-Law at par with a Daughter of a Pensioner  law fully ending discrimination  in between them pin pointing the various rights of a daughter-in-law rather than a daughter who settles with In-Laws Relatives. This is to pursue.
9. eMail IDs of Members having Internet knowledge were posted with latest information periodically spread if Flash News is received  and conveyed with speed.  Thus, the issue of Telugu Pensioner delayed very much due to beyond reasons.  

Organisation
Zonal Managers in Hyderabad and 2 for out sideHyderabad (Telanganaare looking  into communication facility of Pensioners Welfare.  Similarly 22 other ZonalManagers in Andhra Pradesh  are to spread News to all the Members as and when knownEfforts made earlier to project Pensioners’ Grievances in one voice as in the case of presentation of 6th CPC One Memorandum cracking now with division forces with section wise consolidation of strength.  A careful watch has to be kept in removing such thwarts by alertness. 

As per the mandate given with the approval of last year’s report, the office bearers are doing service in two States of Telangana and Andhra Pradesh.

Subscriptions to Bharat Pensioner are directly remitted toBharat Pensioners’ Samaj directly by interested members.  The No. of new subscribers is encouraging.  Also make use of WhatsApp facility etc communicating data through SMART mobile Handy phones in FAST mode. 

               Life Time Membership fee / Arrears of Subscription, if any, may be sent using ONLINE money transfer facility through Bank including Donations meant for Postal Officers’ Pensioners’ Association, Hyderabad to credit in State Bank of Hyderabad, Ashoknagar Branch Code 20933 into SB A/C No. 62177960659 to strengthen the financial position of POPA. Details of credit may, however, be furnished promptly through SMS or written communication immediately to send receipts. Details of Financial Statement were supplemented by the Treasurer. 

POPA reserves its identity honestly and sincerely with all other pensioners’ associations keeping in view the welfare of pensioners without politics.  Some of the eligible Members are still to join.  POPA/BPS have neither political ideology nor Sectional base.  All the members are requested to continue to maintain this.  POPA thank all others also for extending their unstinted support and would like to have the same to continue.

POPA PLEADS NDA LEAD GOI TO 

1. Ensure that all the Pre-2016 Pensioners should get Revision of Pension on the Revised Pay Rules those who are having Retirement Date as 1st of ensuing month of retirement and NOT on the previous day afternoon basis with Annual Increment fell on ensuing 1st., if any, due (without drop in their pensioner benefits inflicted by Past Governments). The Anomaly arose in Pay Matrix of Level – 8 showing Rs.600/- Less in Entry Pay element of Notification issued on 25-07-2016 for implementation Revised Pay  Fixation be rectified early.   

2. Convene & Conduct Pension Adalats in Every Divisions / Regions / Circles as in the case of Dept. of POs at all Departments on Monthly / Quarterly / Half-yearly System to ensure quick settlement of claims and authorise family pensions due to demise of Pensioners.

3. Ensure Permanent Plastic Cards for all the beneficiaries of Postal Pensioners and Family Pensioners without any discrimination.  All the remaining 33 Postal Dispensaries should also be merged as per the Report of 7th CPC as early as could be possible. 

4. The statement of Hon. Minister for Urban Shri M. Venkaiah Naidu assuring that the quarters of Senior Citizens would be repaired by Govt. is a Welcome Step. It is also to ensure that all the Builders / Govt. Contractors should first construct some Toilet facility within the Site for the Working Force and for the use of Visitors later on after completion of Project along with parking facility inside of the Site.  Such a facility would go a long way for Swatchh Bharat Programme to arrest public nuisances.

5. Such of the Facility at Sl.No.4 above should also be provided in all the Public Grounds where in People / Youth use for Health-Walks, Sports & Games etc. etc.

6. Ensure allowing of Family Pension to Daughter-in-Law of a Central Govt. Pensioner or Daughter also after looking into their economic needs without showing any discrimination and as per their turn of event.
